Este trabajo no tiene pretensiones distintas a la de dejar a consideración de sus lectores el trasunto de la configuración de un sistema normativo en el que participamos con devoción desde el ágora parlamentaria los congresistas Janit Bula Oviedo, Heriberto Cabal Medina, José Antonio Llinas Redondo, Zulema del Carmen Jatin Corrales, Raúl Rueda Maldonado y Luis Felipe Villegas Angel, en la Honorable Cámara de Representantes, y en el Honorable Senado de la República Gabriel Camargo Salamanca, Gabriel Zapata Correa y Fuad Char. La memoria legislativa da cuenta de que no nos acogimos solamente al proyecto gubernamental. Convocamos a sus destinatarios desde las más diversas vertientes de la Nación para que con nosotros, en audiencias públicas de verdadera concertación, lo enriqueciéramos. Tengo el lisonjero motivo de orgullo de haber contribuido con entusiasmo a su logro. |
